Services Provided: The Bureau of Emergency Medical Services & Preparedness coordinates a comprehensive statewide emergency medical services (EMS) system designed to prevent death and disability when people suffer illness or injury. EMS in Idaho faces challenges due to vast rural/wilderness areas, rough terrain and inclement weather. Idaho EMS operates a statewide EMS communications center that is linked by microwave to mountaintop repeaters around the state, providing emergency communication capability with all air and ground EMS units, as well as with hospitals. The EMS program provides initial and technical assistance for EMS units throughout the state. This program includes special EMS for children and trauma system initiatives. The Bureau of EMS is administered by the Division of Health.

Services Provided: This program reviews and updates the Idaho school immunization requirements, licensed day care facility immunization requirements and the requirements of the National Vaccine Injury Compensation Act. The immunization program provides information and education about vaccine-preventable diseases, furnishes vaccine to private physicians and public health providers, and supports immunization activities through contracts with local district health departments. The program also conducts quality assurance activities in an effort to maintain effective immunization services throughout the state.

The Immunization Program is administered by the Office of Epidemiology, Food Protection, and Immunizations, in the Division of Public Health.

Vital Records Services is responsible for the registration, documentation, correction, and amendment of vital events, including birth, death, marriage, paternity actions, adoption, and divorce. The Voluntary Adoption Registry, the Putative Father Registry, and the Abandoned Child Registry are maintained in this section.

Health Statistics and Surveillance provides bio statistical research and analysis, manages population-based surveys as the Behavioral Risk Factor Surveillance System (BRFSS) and the Pregnancy Risk Assessment Tracking Survey (PRATS), and administers the Cancer Data Registry of Idaho (CDRI). Several reports and publications are produced and disseminated, including the Idaho Vital Statistics Annual Report.

Vital Records Management is responsible for the management of the VSADS computer data base and assurance of proper coding and data input that supports Vital Records Services and the generation of vital statistics. Field Operations addresses quality of records through computer training and the provision of technical assistance to system participants.
The Bureau of Vital Records and Health Statistics Policy is administered through the Division of Health.

Services Provided: The Idaho State Communications Center is committed to providing emergency communication services and coordinating resources to a number of different agencies throughout the State of Idaho. The Idaho EMS Communications system operates 40 remote mountaintop transmitter sites connected by microwave links to StateComm in Meridian, Idaho. Radio contact is possible with literally every EMS service in Idaho. State Communications Specialists are trained and certified in Emergency Medical dispatch(EMD).

Over 16 EMS services statewide are dispatched using the mountaintop radio network. These include volunteer ambulance services, quick response units (QRU's) and specialized rescue units such as Idaho Mountain Search and Rescue. EMS services dispatched and primarily in small communities which have no dispatching capabilities of their own. StateComm can also relay information between responding units who may not be able to copy each other due to lower powered mobile radios and terrain, but will be able to copy each other due to lower powered mobile radios and terrain, but will be able to transmit and receive to and from EMS Communications Center mountaintop sites.

State Comm can also assist EMS services with medical control requests regarding the care of specific patients. StateComm handles all telephone and radio traffic for ITD 24/7. StateComm also offers flight following for EMS and non-EMS services. StateComm can directly contact State Aeronautics, Civil Air Patrol and Air Force Rescue Coordination (AFRCC) at Langley Air Force Base, if problems occur, such as downed or overdue aircraft. Over 10 state and Federal agencies use the Idaho State EMS Communications Center as their primary notification point. Examples include EPA, DEQ, Civil Air Patrol, State Aeronautics, Bureau of Homeland Security, Public Health, and the INL Oversight Commission. StateComm is also a link between Idaho and the FEMA National Warning Center, (NAWAS).

All reports of Hazardous materials releases are reported to StateComm. StateComm notifies the appropriate agencies when requested, coordinates the response of emergency teams. Each hazardous material report results in an initial conference call with the on scene Commander, DEQ, BHM and the appropriate Regional Response Team. StateComm maintains computer files listing each community in Idaho its local EMS, law enforcement and fire agencies and the closest hospitals, air ambulance service and extrication unit. StateComm maintains file and contact information for all EMS services in Idaho and the surrounding states. StateComm is staffed 24 hrs a day 365 days a year by a Communications Specialist.

Services Provided:

The primary role of the Idaho Bureau of Laboratories (IBL) is to provide laboratory services to support the programs of the Department, those delegated to the public health districts, and those of other state agencies. Through our four core service areas: testing, inspection, training, and outreach, the IBL identifies and monitors acute and chronic health threats with our public health partners. The bureau is organized in five sections:

1. Business Operations, managed by Tamara Hogg (334-2235 ext. 262). This section manages the bureau's administration, billing, budget, customer service, facilities, laboratory information management system, and shipping and receiving.
2. Clinical Analysis, managed by Colleen Greenwalt (334-2235 ext. 228). This section serves as the State's diagnostic and reference laboratory for the detection of pathogens in clinical specimens. The section maintains the bureau's Clinical Laboratory Improvement Amendments (CLIA) certification as a high-complexity clinical laboratory.
3. Environmental Analysis, managed by Ernie Bader (334-2235 ext. 290). This section provides chemical and microbiological analysis of water, soil, and food. The section maintains the bureau's Environmental Protection Agency (EPA) drinking water program certification and serves as the primary laboratory for the State's drinking water program.
4. Laboratory Improvement, managed by David Eisentrager (334-2235 ext. 245). This section registers all Idaho clinical laboratories with the Center for Medicare and Medicaid Services (CMS) and ensures compliance with state quality assurance regulations. Laboratory improvement personnel inspect selected clinical laboratories and all X-ray producing machines. The section also coordinates the bureau's continuing education teleconferences and webinars.
5. Laboratory Preparedness and Response, jointly managed by Biological Threat Coordinator Walt Delong (334-2235 ext. 252) and Chemical Threat Coordinator Michael Stevenson (334-2235 ext. 269). This section oversees the Idaho Laboratory Response Network Sentinel Laboratory System and provides 24/7/365 support for the confirmation of agents of biological or chemical terrorism.

Services Provided: Statewide program of health care for children with significant health problems or chronic illnesses/conditions requiring long-term medical treatment and rehabilitative measures. CSHP care is coordinated everywhere in the state through CSHP's central office.

Who qualifies for CSHP?
Idaho residents under age 18 who have a chronic condition which may be treated to prevent or minimize a disability and who have no private health insurance or Medicaid. Chronic conditions may include cardiac, craniofacial, neurologic, phenylketonuria (PKU), plastic/burn, cleft lip/palate, orthopedic, and/or any combination of these categories. Not all conditions are covered and individual determinations are made in each case. The are annual maximum benefits for each diagnosis.

The Children's Special Health Program is administered by the Bureau of Clinical and Preventive Services, Division of Health.

Limited services may be available to Idahoans over 18 who have PKU or Cystic Fibrosis.

Services Provided: *Idaho Oral Health Program (IOHP). IOHP is currently funded by the Federal Title V Maternal and Child Health Block Grant (MCH) and Centers for Disease Control and Prevention (CDC) State Oral Disease Prevention Program. MCH funds the program to conduct a population-based program targeting children ages birth-12 years, to promote oral health and prevent dental disease. Local fluoride varnish and sealant clinics are conducted through contracts with the state's seven Local Public Health Districts. Services offered include school-based fluoride varnish and sealant clinics; early childhood caries prevention through fluoride varnish clinics; school and community-based preventive dental health education; and consultation, technical assistance and collaboration with community partners. CDC State Oral Disease Prevention funds IOHP to develop the state's capacity to address oral health. The state's capacity to address oral health is increased by setting a common agenda among stakeholders through the development of a State Oral Health Plan, developing and enhancing oral health surveillance through the collection and interpretation of data to inform, prioritize, deliver and monitor oral health programs and facilitating a State Leadership Team.
